'Regulating speeches in parliament and crossbenchers': Regulating the modalities of speeches in parliament constitutes a core issue of parliamentary law and practice. Crossbenchers pose a particular challenge in that regard since their right to adequate participation has to be balanced with the requirements of proportional participation and an orderly debate. The book analyses the constitutional framework for regulating speeches in parliament and discusses options for allocating time to speak from a legal and policy perspective.
